Time of War...
One of my colleagues at work, who's here on an H1B and who I respect highly, might disagree with you. I'm sure he'd rather have a green card and settle here permanently, but given the mess the immigration system is in, I suspect it will be years before that happens. In any event, I would suspect that the percentage of foreign workers that sympathize with terrorist movements is no higher than the percentage of US citizens who do so.

Of course, since the "War on Terror" is completely open ended, it might go on for the next century. After all, nobody has explained what the victory conditions are, and nobody in the current administration is likely to. That's the problem with "wars" against concepts.
