Yes, they are people, but they are not employees of the client... which is the whole point.
"Contracting" is an uncertain profession. While lucrative, it is not for everyone. If you are in the habit of living paycheck-to-paycheck, don't even think of going there.
It is obvious that many of the posters here think that Contract Employees should be treated like employees of the client. This is not true. They are expendable and less work for the client's HR department.
If a contract employee is employed by an "agency", they can and should take up short-term slack in situations like this. Freelancers do not have this luxury, so their rates should be higher to reflect this risk.
