You make it sound like contractors don't really matter, because they're not really employees. Contractors have the same bills to pay and mouths to feed as regular employees, and removing about a third of a month's salary hurts - a lot. (Before anyone jumps on my math, there are between twenty and twenty three workdays in a month.)
Besides that, you seem to be missing the point of the article - this is not a normal business practice for Microsoft. Layoffs (this is, after all, what Microsoft's action is), whether temporary or permanent, contractors or regular employees, are not a sign of good financial stability in a company.
