Probably has more to do with employment law
Microsoft lost its permatemp case. This was a case were management essentially hired employees but had them paid through dummy corporations so that these employess could not claim health care benefits and stock options. The dummy corporations often were headed by former Microsoft managers and in many cases the permatemps worked on the Microsoft campus and used equipment proviced by Microsoft. It took decades to settle that one.

Current managment is correct in trying not to get the company in that mess again. The companies the temps work for should have other business in which to keep their employees paid that is non Microsoft business.

If they do not then Microsoft management needs to stop using those companies or they are right back in the old permatemp mess. I read into this that companies providing Microsoft temporary employees do not have other clients out side of Microsoft and in effect it is business a decade ago for Microsoft regarding permatemps. Not politic especially given the Fox visit to Seattle today. Washington State has an Unemployment System that is well honed by years of Boing operation in the state. Microsoft should just hire the workers outright, give them fair benefits and when business turns down rely on the system that has been set up in the state to smooth out the situation. All of us in the state understand the nature of Boeing and employment there. It should be the same at Microsoft.
