Very true actually.

But this has probably worked a little to their advantage as well. The delays could also be intentional. They've got the entire world talking about Vista, with only a select few able to get ahold of it right now (that is, legally get ahold of it).

There will probably be a lot of people aiming to purchase Vista when it hits the market or buy a computer with Vista installed. Me, I'll just download it as part of my MSDN subscription, no extra money required.

So the delays are there, and they're perfectly capable of delaying it themselves, but some of these delays are probably intentional as well. At least, it wouldn't surprise me if that turned out being the case.
