Yes they would be American laws, but no they would not be =required= necessarily. Various schemes to make it voluntary have been proposed. I'm betting some x rated sites would like to have the xxx in their URL.

It's no different than .com or .org or any of the other categories. These are not strictly enforced, but it works to a degree. If they wanted to prevent phishing and web squatting they could create a a trade mark domain. Any company with either a domestic or world wide registered company name would automatically be given the same trade name on the tm domain. Others without a trade name would not be allowed a tm domain.

You're just stuck in a beauracracy that got frozen in 1995 when the web became popular. Now changes to deal with the prevailing reality are impossible and political.
