The loose translation of that for me means that Sensenbrenner didn't anticipate the backlash he would get from this and he needed to backtrack but had to come up with an excuse as to why he was first. To me it is a mive typical of most politicians. Find someone else to blame.

Meaning now that he was seen in a bad light for some reason and it wasn't as popular as he thought it would be he doesn't want to touch it with a ten foot pole. Because his agenda is overcrowded? What agenda? When is his next teetime is?

It seems to me that they jumped the gun because election time is close at hand and this new legislature didn't grease the rigth public wheels.
