Actually both parties are full of big spenders.

Republicans tend to give 'big tax cuts' and propose 'big spending programs' particularly in their first term. They give tax cuts to pacify their base to which they promised tax cuts in the election and propose big spending programs in an attempt to avoid the label of being "for the rich" when they are campaigning for re-election. As long as their tax cuts stimulate the economy at a faster rate than their debt can slow it they stay in power. Their theory is that the stimulus of low taxes will allow us to "grow out" of the debt created by their big spending, but because of the constant growth of spending the gap is never closed and eventually they have to either raise taxes or cut spending, historically it is their vacillation on this choice that ends their parties hold on the White House.

On the other hand Democrats tend to raise both taxes and spending under the theory that they are taking from the rich and redistributing it to the poor. They rely on the fact that their Robin Hood policies are very difficult to criticize without the criticizer sounding like a Scrooge. Unfortunately they ignore the debilitating effects of high taxes on the economy which depending on how quickly the economy tanks eliminates their hopes for a second term or a third Democratic administration.

Logically the answer is to cut taxes to stimulate the economy, while cutting spending to prevent the rise of a deficit, but neither party has the political will to take the heat and stay the course.
