Right of Way
The real problem here is that the government has tight control over the Right of Way. To keep every company from ripping up the streets for their own cable, they have granted monopoly status to the cablecos and the ILECs. Competitors cannot lay their own cable so they have to rely upon sharing the physical cable with the imcumbants - which the FCC said they didn't have to do. Either the FCC needs to force sharing of the physical cable or the Right of Way needs to be opened to all. Until then, we'll have monopolies.
