Allows Developers to Counter Vista/ Office Strategy
One of the things successful warriors do is attach plans first. If the plan can be destroyed then there is no battle field, and no casualties.

This article allows state governments to move ahead with strategies building on what the Commonwealth of Mass is doing. Any plans to use Vista, Microsoft Office, and Microsoft Services, that the connected have are not material to moving forward because of the plan to make all things Microsoft open document capable. Halting an open document related project with the rational that it is best to wait for a coming Microsoft product or service no longer is possible. The project can only be halted on a cost benefit analysis which is hard to do on products not yet released.

There is another story related to this notion of attaching plans. HUD recently decided to use a PeopleSoft "Center of Excellence" rather than an inhouse Peoplesoft installation.

The licenses were transferable to the Center of Ecellence and in effect HUD outsourced to it. They likely moved off of a Microsoft SQL database to an Oracle database but how would HUD know that? The center of excelence is anouther US government agency, I think the Treasury.

The main point is that the battlefield that Microsoft has played in (our offices and agencies) no longer applies. IT professionals can look forward to whatever Mass developes. likely the librarys will be jared as gov.mass.utilities and combinde with gov.wa.utilites and gov.fed.utilities. You get the picture.
