Child molesters however have EVERY reason to do as I suggest (hiding their identity and where they go on the web) and make this law useless for anything but spying on citizens for no reason.

You seem to be making a few assumptions here that I think are unwarranted.

1) You assume that these people are, on the whole, intelligent enough to hide their tracks. I see no reason to assume that. You won't catch everyone this way, but no law can be expected to catch everyone. The best you can do is try.

2) You assume that these people can hide their identities. That's not necessarily true. Even a proxy server (that spoofs your IP going out) has to know your IP going in. What possible reason would someone have to protect a person from child pornography charges? I sure can't think of one.

3) You're assuming that the behavior is entirely voluntary. It's actually most likely a compulsion. Even those who know they should hide their identities online won't, if they don't know how to.

4) This is somewhat related to #1, but these are already people who engage in high-risk, very taboo (to say nothing of criminal and abhorrent) behavior. The odds of them stopping, even if they think they could get caught, is small. The people we're talking about here aren't doing it for the money, but for a deep psychological need that's much harder to stiffle htan greed.
