Won't stop it but will make it easier
Right now police do get warrants for logs. Sometimes you get them sometimes they are already deleted. All this means is that logs will have to be kept for the same retention period for all ISPs. For some this will be nothing at all while other have to adjust to comply. This really isn't about spying as they can already do that. If they want to spy on you they can get warrant for the logs pertaining to your IP address and then according to the article force the ISP to keep logs for 3 months and hand that over too. If that's not enough they issue another 3 months.
