BCP is a pre-requisite in earthquake/disaster prone areas.
While I agree with you on the value of human lives, business continuity planning is an important factor for a sustainable business in disaster prone areas. It matters a heck of a lot when you're accountable to your share holders. If your company goes down because a tornado ripped out your data center, your share holders would love to know what you did to protect yourself from such an event.

BCP/DRP are practised in every major company I have had the opportunity to work for or with.
