Only Lawyers
Only a lawyer could claim that it's OK to not encrypt critical, sensitive data because nobody actually stole and used the data. Did they weigh the fact that only George Jetson could find right-clicking on the directory that the files were stored in to encrypt them, a difficult thing to do.
As long as we make excuses for the sloppy work of incompetent users they will never perform better.
