Not Legal
An incident some years ago, a local ISP in a small community was "reading and blocking" email which he deemed "not favorable" to his service, several folks complained to "another ISP" which in turn reported it to the "proper authority" and he was shut down within a matter of days and his Parent company removed his equipment, denied him further service and gave the customers free service for a few months to circumvent any "legal" action against their company because of him.
