It is to Microsofts advantage to let Piracy happen in China.
If they could instantly make piracy impossible in China, it would drive a massive Linux adoption. It would also drive a massive adoption of OpenOffice. Among those that could afford Windows and would pay for it, a high percentage would NOT be able to afford MS Office.

Without the network effect, Windows and MS Office prices would be falling like a rock.

Gates should tell them to shut up and let them pirate in China, only going after the large businesses and government institutions.
