- Everyone *can* get RedHat's software without payment

The software is available for no fee. You just do not get any support for it and have to put everything together yourself and then maintain it your self. If you are willing to do it, you don't have to pay RedHat a thing.
However, many folks do not want to do all of those things themeselves and are willing to pay RedHat to provide those *services* to them. The payment is for services, not software.
