Right question, wrong answer
Reasoning is you can depreciate software over a certain amount but can't services.

You don't depreciate services, you expense them.

What that means is that you get (some of) your money back in taxes over the next several years if you "buy" the software, but you get it all right away if you pay for services.

Guess which one goes over better with the bean counters?
