Regulation, a necessary evil.

Way back when we had only one telephone company in a given area, the ownership of the phone lines by the phone utility company was an efficient way to keep the lines maintained. This is no longer true. We now have multiple companies vying for the use of the telephone lines for the delivery of services to our homes. No one company should be in the position of stopping any other company.

The solution that I see as most likely to provide equal access is the ownership of the wires by the state. The maintenance could be bid out and the cost added to each customer's bill or required as part of the franchise. Obtaining the ownership should be no problem at all. The Supreme Court has already ruled against home owners whose homes were taken by ?eminent domain? and resold to a developer to provide a larger tax base on the grounds that the greater tax revenue would benefit all. Providing a level floor and equal access for all those delivering services by wire is clearly a benefit to all.

The same could and should be done with the cable television lines. The FCC should require all cable and satellite services to provide access to all local broadcast channels as part of the base service package. No broadcaster should be allowed to bar another broadcaster from the system simply because they are offering a competing, but same network, program.

The government should be regulating the delivery methods. They should not be regulating content.
