This is a war of big companies.
The telcos want to charge the video provider companies for the expenses the telcos will incur for providing the service. The video provider companies don't want to have to pay for the capacity that increases their profits.

No matter which way the battle ends, big companies will have succeeded.

"Internet neutrality" is entirely a smokescreen for the video providers against the telcos.
