Because of strong opposition to Stem Cell research.
We have a very conservative Christian president. Current laws make it difficult to receive government funding to continue research on things such as organ regeneration, which relies on stem cells.

Politics asside, some people can't have anything regenerated if it wasn't there in the first place (in some rare instances, people are born without a functioning retna.) Similar technology can be used to create an artifical retna.
