Today yes. Do you really think it wil stay this way?

"The effective range of RFID is only 6 feet!"

And just 5 years ago a fast PC was a Pentium II 300 Megahertz. By your logic there is no such thing as technological advances. You don't think the range will be extended over time?

"you are in a serious car accident on the fringe of a cell. You dial 911. Assuming that you are injured or too disoriented to tell the operator where you are, how will the emergency rescurers find you?"

The same thing would happen to you that has happened to probably everyone else inthat most unlikely situation: you'd @#$%ing die!!! So because of one j*ckoff who was so piss drunk that he ran himself off the road, the rest of the world should have to broadcast its exact location to state and federal authorities (and who knows who else!) at all times of the day.

Now let me present to you a very likely scenario: you are an outspoken political speaker (like a Nader type) who is effectively building support in knocking out the sitting president so he does not win the second term. He feels threatened by your grass roots movement so a group of black op type federal agents are sent to rub you out. You are driving along an empty road one night and the RFID chips in your tires broadcast your exact location to the feds. A car suddenly pulls up along side you an a bullet is pumped into your skull. By the time you are found no one knows what happened.
If you think this sounds crazy apparently you don't know just how evil government can be..
