The day it was announced (not when they actually caught him) that Saddam was captured, the Bush administration surreptitiously signed into law the right of FBI agents to pore through Americans' financial records, regardless of whether it was related to an investigation into criminal activity or terrorism:

Well, your "speedpass" does not broadcast your location to the federal government and big corporations, does it? I wonder how excited you'd be about this "benefit" if a federal agant randomly called your cell phone while you were driving and told you exactly what street you were driving on. And if you say that you're not a criminal so it wouldn't matter, then you're another meek j*rkoff that is ruining the freedoms of everyone else..
