That is corporate speak
for paying a person the same amount of money as a top -level manager - but not having to be in management. Most companies have pay scales for "regular" employees that end at a certain range - and management salaries go beyond that. A fellow designation allows a "regular" employee to get the big bucks - with no supervision requirements.
