FBI ripped for IT upgrade costs

Problem with contracts: This is the problem with the govt contracting out everything. Companies like Lockheed who specialize in government contracts are all about bleeding the govt. for as long and as much as they can. I see the same thing with NASA.
Businesses and governments make two huge mistakes when it comes to implementing IT to task automation.
They either try to do things they way they have always done, whether or not the systems will work that way. ie. no procedural change whatsoever.
Or they force people to change everything they do to work with some off the shelf software that locks them into that software forever.
What they need is something in the middle.
Get software that can be customized, but recognize you are going to have to change the way you do some things.
