Windows Messenger default
Perhaps that depends on your machine brand. I upgraded my WinME to WinXP Home edition. YES, MS Messenger does indeed default to loading at bootup!! Drove me crazy trying to figure out how to stop it.

If you purchased a computer pre-loaded with WinXP, then maybe the manufacturer could have disabled it.
