POP Up Nightmare
Unfortunately, pop-up blockers have gotten a lot of mileage from the Adware/Spyware craze of late. People see popups, so they get a popup blocker, then are surprised when it doesn't work.

A popup blocker only blocks popup ads that are sent by sites you visit. Adware works by hiding on your machine, and throwing up advertising at you anytime you do... well, just about anything. It can do anything it wants to. Your ISP is not responsible for it, any more than you can blame the phone company because you called somebody and they were rude to you. The ISP is just a transport. It's whatever web site sent you the Adware, and whatever company wrote that Adware, that is at fault.

Check out http://www.lavasoft.de. They have an Adware removal tool called Ad-aware that is highly effective, totally honest, and free for personal use. I recommend it to all my consulting customers.
