But in the US Army, they have an ''Up Or Out!'' rule. That means if you stay in a certain grade too long without qualifying for promotion, you're considered to be stagnating or freeloading and you get bounced out. Unfortunately, that all but guarantees Peter Promotions: People who are comfortable and competent at a certain level are forced up beyond their capabilities, or forced out.
