- IBM gains $1 billion per year licensing patents.

Maybe IBM advocates IP-free software when another company will suffer the loss.
And maybe IBM will donate some IP to a good cause when the loss will not affect the cash flow.
And maybe IBM won't sue when it can intimidate using the threat of IP litigation to get what it wants.
And maybe IBM can make more exchanging licenses with some companies.
