I am merely stating that the priority should be to feed people. Then, give them the means to feed themselves. You know the Chinese proverb: if you give someone a fish, you feed him for a day, if you teach someone how to fish, you feed him for life.
After that, your strategy to get them out of economic poverty seems a logical course of action.
