These are all-most computer fan looking devices.
The inventor or home ever is lost in the architectural designer look of them and not in the Funtionality of them. Not to say I have not thought of using a setup looking like this my self for testing on a small scale. Of course not with the dagger blades there are much more effective blade designs out real world. Its possible they just have not been applied to a wind driven generators. If that building is luck it will have all the wind blowing straight into the turbine and it might be an impressive meter role back. But you and I both know the wind never stays constant from one direction except in a wind tunnel test.
