Inform the telemarketing employees that they are committing a crime
Hello,

Here's a novel concept. Force the telemarketing companies to disclose up front to the people they hire to conduct the tele marketing that by doing their jobs they are committing a criminal act. Also tell them that if the company gets suited that they will be responsible for sharing in the paying out of any/all damages too. If the people that sit on the phone have to acknowledge this up front they will decide not to take the job in the first place and this will reduce the available employee pool to the telemarketing companies because the individual person can't afford to risk their personal savings on a job they don't get rich off of.

I wouldn't take a job under those circumstances, would you?
