The main goal of OSS is *not* to reduce the amount paid to programmers...but to allow anyone to see and modify the source, contributing to it as they will.
Most licenses are a reciprocation: you get free use of the software and its source, in exchange for your improvements - which must be given back to the community. Some licenses don't require the latter part.
In any case, the main goal is to allow free modification and use of the software...nothing to do with paying or not paying anyone.
