It's one thing to read the law, and another to properly interpret it. Your criticism of the "backwards thinking" of "some people" only brings to light your own ignorance in the consideration of the fact that your point of view might actually be wrong.
Bottom line, the law opens a lot of doors for prosecution of any content deemed "annoying or harassing" that is posted on the internet. The absolute single thing you have to take into consideration is applicable domain. This law does not restrict itself to a certain class of entities, specifically, stalkers, or people, or convicted sex criminals, or any other discernable subset of the population, outside of those posting "annoying/harassing" messages of any kind.
Consider this: your post just annoyed me. If the RIAA & MPAA has their way, I'll be able to subpoena your IP from ZDNet, then I'll be able to subpoena your name from your ISP (based on that IP), then once I have that, I can sue you for annoyance any any civil penalty provided by that law. Not to mention incriminating you.
While this scenario, however unlikely in successful execution, is somewhat juvenile and an obvious misinterpretation of the law's purpose, interpretation is limited by applicable domain, a definition the law fails to make.
