Not really. You need to consider factors that were not mentioned.
No it isn't. Everything the gov't touches turns to fecal matter. That is from observing them for 30 years. Personally I don't care if their business is impacted. Service providers are not going to turn them off for fear of boycott but they should have that choice.

I don't want the gov't to decide what a threat is on my network or my providers. They are lawyers and consider advertising as a legitimate business model by not outlawing them. If they want to restrict or stop Bittorrent, they could not with this law so they could provide more bandwidth to the profitable customers. They could not tier the services or provide custom packages or market according to themes.

This equal opportunity would not work. Just being on another network will introduce lag. You do not know how many hops away they are. Also I would not sacrafice my business for anything if I were them. If I knew my servers were getting bogged down, I would have to restrict something, before I upgrade.

You know that they will charge the competition for a certain QoS on the network which is the way it should be. I hope you don't think they should get a free pass even when 50% of the packets come from Vonage. This takes away from other customers that need bandwidth that could go with someone else due to congestion. Also they have to pay for upgrades due to the load.

And the networks will say they are having connectivity problems. Police or investigators will say oh, OK. Just charge them for a QoS guarentee. When I am out for 6 hours or more I dock RR 1 day on the month. If more folks did this, and it is legal, our QoS would be better. No law is needed. Free markets work. Gov't doesn't.
