If the law is inacted (regulation) the issues I mentioned will come about.
Does a network have the right to play favorites. I think so. But only to protect their customers experience. With this law, you could not even throttle down or shut off a threat. Do you get a court order for approval or let everyone on your network deal with it. What if a service uses multiple streams for better performance and bogs down your pipe provider's servers.
Besides I thought restricting the competition was illegal anyway coming under "Restraint of Trade". It is also bad business practice. You will lose customers. I am the type of guy that will pay a little more to stick it to you. Also how would you monitor it legally? A packet meter for everyone out there. If you have the gov't monitoring this, then there are privacy issues. More of those issues you don't want to here about.
