You have reading problems
Customers must rent the pipe. A pipe's customers can be you or Skype or RR. We all rent from Level3 communication. All customers are subject to bandwidth allotment. I DID! It is another attempt by the gov't to regulate a pipe that also owns a VoIP service.

It is an issue if their service provider is the same as yours. Sometimes it is. It is also an issue if their service provider is crappy and this proposed bill would force a good service to go slower to meet their crappy service or it would not be legal. Home provided services have the advantage because of lag and that is a physical connection limitation between networks.

The service provider has the right to packet shape (QoS) to adjust for priorities. It is their network and sometimes you have to to prevent an outage. VoIP also doesn't need the bandwidth of other services. It would be a waste of bandwidth to make everyone equal. My download speeds would be greatly reduced and so would surfing. Most of RR customers signed up for this and it is their main theme or selling point. The bill didn't specify packets by classification. Are they equal in their class or are all packets equal? How would you enforce this? Load Balancing will be affected too.

As for crippling the competition by a pipe provider that has VoIP, this is just whining by startups. This doesn't happen that much because pipe providers even with VoIP would just drive the customers to another pipe provider or just drop them.

Yes it does. You just see the world in simple terms and it is more complex with a lot of other variables you or the article didn't take into consideration. So that crappy service just might be the other network so that even if you use QoS it will not matter.
