- Ah, now I see ... you didn't read the story.

Your argument is that the service provider must pay for their own pipe from their service provider. That is true; but it's not what the story discusses, nor what my statements have said. READ THE STORY BEFORE YOU POST!
The story (if you had read it) discusses the consumer's pipe. The service provider's (such as VoIP) is a non-issue here. It is assumed in the story that they have a pipe adequate for their needs. Of course they will pay for their own pipe; it's not questioned in the story nor in any of my posts.
The question in the story is if the broadband provider can set different priorities within the consumers pipe depending on if the service provider pays the consumer's Broadband provider a royalty for preferential treatment (effectively allowing those who pay to go full speed, while crippling those who don't pay the consumer's provider).
