Good base concept, poorly written
I agree that the way it appears to be currently suggested is that it would effectively eliminate tiered service and push security concerns to the consumer level. However, any bill on this still appears to be in draft stage and can be fixed. The core concern that this was intended to address is giving all vendors a fair and equal footing.

For example, for VoIP providers such as Vonage, if a consumer pays for broadband service, but the broadband provider cripples the pipe for one vendor but not that for another vendor (or its own service), this gives one vendor an unfair advantage over the one being crippled. All services should be treated equally within a given tier of service. One vendor should not be given or be able to buy preferential delivery within that tier of service. The consumer has already paid for the broadband service (at a given tier of service from the provider), and should be able to get equal treatment of any any service they choose to receive over it.
