This law would effectively eliminate tiered services. I only want a little bandwidth for email or I want the best for multimedia. Also it would prevent your provider for filtering out threats. I do not think putting QoS in the hands of Joe Surfboard will work. He will end up killing the load balancers of the ISP. As for Vonage, get your own pipe or pay for bandwidth. The thing that is really killing you is everything on one bill.
