Always good to doubt but better to know
"I doubt that the US government is ENCOURAGING US based corporations to go over seas."

Better look up the tax breaks the Government gives companies for moving overseas. There was a recent effort to repeal it that was recently defeated in Congress, rather soundly if I remember correctly.

In the early 90's one government agency USAID was actually running radio ads here in the states lambasting American workers and telling employers how loyal a worker Rosa in a South America would be for only 39 cents an hour.

Then there are of course the indirect incentives like the trade agreements negotiated with Communist repressive countries like China that contain no labor standards, not even minimal ones.

What company wouldn't want to move or at least be forced to move to stay in business because their competitors have moved to countries where the wages are 30cents an hour, there is no unemployment compensation, no OSHA, no EPA, no workers comp, no child labor laws, etc. etc. etc. All things which the American Government imposes on companies doing business here. These are all costs imposed on doing business.

While there are certainly some corporations that like the situation, the U.S. Government is the one that negotiates the trade deals, sets the standards and decides what will and will not be included.
