I doubt that the US government is ENCOURAGING US based corporations to go over seas.
It's the owners of the US corporations that are looking at ONLY their bottom line and therefore moving overseas.
It's sick to think they can set up, build, maintain and train and entire company overseas from scratch and then ship the product back across the ocean for cheaper than they could build it here in America.
