Suppose they win: a law goes on the books that can't work, but it can be used to match their stated aims (of May 2005). Suppose those lose: no fix is offered to parents. It looks like politics to me rather than any genuine attempt to tackle the problem. I've pointed to a 100% fix to this problem in my previous post, which you are not arguing with.
