They don't want to own it.
NTP is not in the business of running or managing anything, the last thing they would want is to be burdened with actually having to run the system. However if it ever did come to that they would probably farm it out, maybe even back to RIM for a hefty royalty fee.
Their business is holding patents and trolling for companies to sue for infringment.
As for the whole patent office. you have to wonder how sane it is when someone can patent a perpetual-motion machine which science has shown is impossible.
