"The companies have defended their decisions by saying that, as multinational corporations, they had no choice but to comply with Chinese mandates."

What they mean is that as multinational companies they have no sense of loyalty, patriotism, honor, pride, guilt, responsibility or remorse. There's no activity undertaken by a corporation that should go unregulated, including how they spend money and who they do business with.

Don't you supervise your two-year old?
