Which do you punish - Microsoft or Wal-Mart???
Microsoft is attempting to bring money IN from China. Meanwhile, Wal-Mart is very successfully sending BOATLOADS of cash to China, where it can be used to intimidate Taiwan and fuel their military and industrial build-up, both of which we are either currently or about to fight.

Which makes sense?
