Hope for home.
People who can return to a place where they're valued and appreciated will be tempted to do so. There are many talented and well-trained people in the US, but fewer in the countries from which many uhm... temporary immigrants came. And now there's a chance they can use their acquired skills back there.

And the place in which one was born often interests people.

So I wouldn't take the return of temporary immigrants as entirely a criticism of conditions in the US.
