This kind of oversight has a dark side people . . .
You gotta be kidding. What this represents is an example of legislative stupidity. All it tells me is that legislators aren't willing to deal with the REAL problems facing this country and waste their time passing dumb-assed rules that don't mean squat.

Please read this entire post and you will see the potential for a very dark side to all of this.

They strip the government webmasters of any hope of improving how well their vast array of websites run by eliminating one of the most simple and vital tools to necessary achieve this goal. Cookies.

What they are saying is that they don't mind government websites running inefficiently. They aren't interested in the fact that establishing metrics is a vital requirement in order to maintain any kind of website that you want to make better.

There is no concern that visitors to government sites will forever be faced with a perpetually confusing array of pages that lead nowhere.

Look at the bigger picture here people. What is really happening is that the leadership of this country is actually making the understanding and navigation and retrieval of vital government information that much harder. This translates into a shift of control of this information away from the citizen and into the hands of those government officials posessing this very information.

Which do you think is more dangerous? A few cookies on your PC or lack of access to government operations and information? I believe that the latter is what I would be supremely worried about!
