I already pay -- too much
I already pay for email in my time (which isn't free) plus anti-spam software and other maintenance chores.

I would happily subscribe to a service that automatically charged the sender a small amount every time I tried to open an email for the first time. No pay -- no open.

I'm willing to opt to pay myself for any items I choose -- such as those from known friends, family and customers.

There's no need to involve the government. I'd sign up with a private supplier who offered this service.
