Easiest solution yet ...
All users would have an online contact list with their ISP. This would be managed by the user in a Control Panel sort of environment. A switch on/off feature would be available. "On" = No SPAM, "Off" = I'm an idiot, SPAM me!

Would mean a little more work but I'm sure that an addon/plugin for every email client out there could easily be written.

Any email sent to their address is checked against their contact list and is rejected if it doesn't appear. Therefore no "unsolicited" emails get through.

Would also mean more load for the ISP's mail servers, but they get paid enough ... so upgrade! happy

Businesses with website applications will have to search for another more expensive filtering solution. But at least they can afford it. We can't.

And as for paying for eMail ... what exactly would we be paying for? No physical work is involved in sending eMails so no postmen to pay ... we'd be paying for CPU cyles and I'm sure the computer isn't on the payroll nor has a pension plan, so no benefit.
